Richard Chávez
Manager
Mr. Chávez is a career Senior Executive at the U.S. Department of Transportation. As the Director of the Office of Intelligence, Security and Emergency Response, he is responsible for the development, coordination, and execution of plans and procedures to balance transportation security requirements with the safety, mobility, and economic needs of the Nation through effective intelligence, security, preparedness, and emergency response programs.
Mr. Chávez has 37 years of Federal government feel having held senior executive and command positions in the Departments of Transportation, Homeland Security, Defense force, and Air Force.
While at DHS, he served as the Director of the Office of Operations Coordination. Mr. Chávez provided counsel to the Secretary of Homeland Security on operational issues and served as DHS'southward Continuity Coordinator and led the DHS Continuity of Operations and Government Programs (COOP/COG). His Directorate provided operations coordination, data sharing, situational awareness, and the DHS common operating picture to the homeland security enterprise - Federal interagency, Governors, Homeland Security Advisors, federal, state and local law enforcement, private sector, and critical infrastructure partners. Mr. Chávez holds a Bachelor of Scientific discipline Professional person degree in Corrections and Law Enforcement from East Carolina University in Greenville, North Carolina. Donna O'Berry
Deputy Managing director
Ms. O'Berry is the Deputy Director of the Office of Intelligence, Security and Emergency Response for the U.S. Department of Transportation (DOT). A member of the Senior Executive Service, she is responsible for the day-to-solar day operation of the Office and assists the Managing director in leading Departmental civil transportation intelligence issues, security policy, and emergency preparedness, response, and recovery activities related to emergencies that touch on the viability of the transportation sector.

Butch Morgan
DOT Senior Counselor for Partner Engagement
In November 2018, Mr. Morgan was named the Senior Advisor for Partner Appointment in the Role of Intelligence, Security and Emergency Response. In this position, he coordinates with the Section of Transportation's (DOT) operating administrations; federal, land, local, tribal, and territorial governments; and individual sector organizations to facilitate unity of effort and minimize duplication to enable more than efficient and effective reporting; operations; and emergency preparedness, response, and recovery.
Prior to this position, Mr. Morgan was the Associate Managing director of Operations, in the Office of Intelligence, Security and Emergency Response, directing and managing the Crisis Management Center monitoring the nation'due south transportation systems and infrastructure 24-hours a 24-hour interval, 7 days a calendar week.
Mr. Morgan began his Federal Government career with the DOT's Federal Highway Administration. Prior to joining the Federal workforce, he held positions in the individual sector after retiring from the U.S. Marine Corps at the rank of Major. His military career included assignments of increasing responsibleness globe-wide, in combat units, combat back up units, and on special assignments.

James Michael "Mike" O'Malley
DOT Senior Counselor to NORAD & USNORTHCOM
Mr. O'Malley serves every bit the U.S. Department of Transportation Senior Counselor to the North American Aerospace Defense Control (NORAD) and United states Northern Command (USNORTHCOM). Carlos Sanchez

In that capacity, Mr. Sanchez managed and led every function of the intelligence cycle resulting in the distribution of finished intelligence products to the Secretary, her senior staff, and the Department's Administrators. Current Operations, Response and Recovery Sectionalisation
Mr. Callahan serves as the Associate Director for the Current Operations, Response and Recovery Partition in the Office of Intelligence, Security and Emergency Response. In this capacity, he coordinates the Department'south preparedness, response, and recovery activities in all-hazards environments and in support of the Secretary's responsibilities under the National Response Framework and the National Disaster Recovery Framework. Mr. Callahan is the primary Departmental representative on the Emergency Support Function Leadership Group and the Recovery Back up Office Leadership Group. In addition, Mr. Callahan provides leadership and oversight for the Section'south Crisis Direction Center, a 24-hour a 24-hour interval, 7 twenty-four hours a week operation, which is responsible for managing the Department's collection, assay, preparation, and dissemination of important crisis preparedness and response information to DOT leadership.
Before this assignment, Mr. Callahan, served equally a senior policy analyst in the Office of Intelligence, Security and Emergency Response, and was responsible for reviewing and evaluating national security strategy and policy documents for DOT equities, and coordinating responses across the Department's operating administrations and Secretarial offices. Prior to the DOT, Mr. Callahan served in diverse roles with the United States Coast Guard (USCG), near recently as a civilian policy analyst in the Office of Emerging Policy. Mr. Callahan too served 29 years on active duty with the USCG, in both enlisted and officer capacities, including several command assignments. He retired from active duty at the rank of commander.
Mr. Callahan holds a Master's of Business Assistants from St Regis University and a Bachelor of Science caste from the University of the Country of New York. He is a 1988 graduate of USCG Officer Candidate School. He is married to the sometime Ms. Alyce Gurko of Bradley Beach New Jersey. They have three sons and half dozen grandchildren.

Matthew Konopka

Mr. Konopka is currently serving as the Acquaintance Managing director, Transportation Operation Eye (TOC) in the Function of Intelligence, Security, and Emergency Response, U.S. Section of Transportation. He began his tenure in Apr of 2021. Mr. Konopka leads a staff that is responsible for monitoring reporting on all threats, all hazards events and incidents impacting nation's transportation system and infrastructure.
